Truly democratic self-governance by the people affected must start in neighborhoods with ongoing deliberative spaces. Adjacent deliberative spaces can then deliberate on mutual issues. The growth of deliberative democracy must be organic and emergent, finding its own structure and districts—necessarily polycentric and multi-axial.
