New China will be a truly complex undertaking. It cannot be done from the top. The top’s role is to provide safety and a vision for the future and to nurture many socio-political experiments that do not risk the whole.
Once the reality of the New China agreement is clear, there have to be sufficient guidelines and flexibility for self-organizing. The Constitution and Bill of RIghts must be available on Day One, including the pathways to amend and extend the constitution and bill of rights.
